Abstract
A critical obstacle that chronically plagues female crime and domestic violence victims
in Pakistan has been the tendency for law enforcement personnel, predominantly male
police officers, to not file the official police “First Information Report.” Without the
introduction of this key document, the criminal justice process does not commence and
the concerns of female victims are not addressed. Recommendations to improve this
institutional inadequacy will be proposed.
