Intelligence system is considered to be one of the important tools used by
military and civil secret agencies to defend and strengthen a nation. Intelligence system is
thought to be one of the oldest studies of known history. Intelligence system consists of
correct and accurate information, gathered after great struggle and facing difficulties. This
department if related to both peace and war. Intelligence is a basis of formulating all military
strategies and plans. The importance of intelligence system both in day to day life and as a
nation cannot be overemphasized. The chapter forwards certain analytical and comparative
comments and the required criteria for the establishment of a Model Espionage Network in
an Islamic state. The salient features of this network are listed below:- (a) It should promote
justice and curtail cruelty and injustice. (b) It must have a strategy to counter the internal and
external threats. (c) It must have a counter espionage system through which enemy spies
should be thoroughly watched. (d) It should have the capacity to use the latest technical
gadgets efficiently. (e) It should always keep in sight the preparedness and movement of the
enemy. (f) It should avoid the operators to be involved in immoral activities for intelligence
collection. (g)It should discourage the agents to kill innocent people or cheat them. (h) It
should follow all religious and moral values. (j) It should discourage the enemy propaganda
and highlight the truth. (k) It should direct its espionage efforts against anti-state elements.
Since Jihad is the struggle to protect the stability and interest of the state. Therefore,
espionage falls in the same category too. Certain reconnaissance missions were initiated for
the training of spies. The Holy Prophet (PBUH) promoted peace and killed evils through
Ghazwat. To know the evil intentions of the Jews, Hazrat Zaid (RA) was directed to learn
Ibrani language. Similarly, Hazrat Abu Bakar (RA) used the techniques of (Toria) in which
those words are used which were having dual meaning. In intelligence system, security means
to protect your vital assets, secrets, planning, weapons and other information in such a way
that enemy should not gain access to or destroy it. Counter intelligence is the combination of
all efforts to counter the enemy efforts of espionage, subversion and sabotage or other such
activities. The chapter also stresses on the need that the methodology employed by the Holy
Prophet (SAW) regarding intelligence system be thoroughly studied to compare them with
modern techniques of secret services.
