Abstract
Revenue distribution is an obligation of Federal Government under proviso of 1973
Constitution of Islamic Republic of Pakistan on annual basis. National Finance Commission
should be constituted after five years to award the formula in accordance with the
demand and consensus between the Federal State and Provinces. During the last 18
years, the formula has not been revised and Pakistan was distributing its revenue on
the single criteria of population. Under these circumstances serious prejudice caused
to the people of Balochistan and this has led them to be deprived of their due share
of revenue on the basis of area, backwardness and poverty. This study is an attempt
to identify the root causes of unrest in Balochistan and to analyze the situation after the
announcement of 7th NFC Award.
