The aim of this paper is to examine the political economy of
fiscal policy making in Pakistan. It evaluates the key economic and
political factors that affect the fiscal policy making and its
implementation. The paper maintains that the role of state’s
institutions is vital for economic growth and social development in
Pakistan. After reviewing the tendencies of public expenditures and
revenue, the paper displays that the performance of the economy on
average has not been bad but, in terms of widespread poverty and
income inequality despite having a large public sector, it is not
working well. The paper figures out that the key reasons of this
contrast is the political economic structure of Pakistan, particularly
the fiscal policy which is designed in such a way where it promote
and protect the interests of an elite class and dominant province of
the federation. Finally, the paper concludes by arguing that the military as a strong institution plays a key role to reorient the fiscal
policy in Pakistan for the purpose to defend and endorse its own
institutional interests through undemocratic and uncoordinated
manners at the expense of greater social and economic development
of Pakistan.
