This research study focused on the management system of the education department and explored, in the context of district government system, the existing state of the delivery of educational services in district Peshawar of Khyber Pakhtunkhwa Province (KPK). As an important area, the Government of KPK allocates substantial resources for education sector in the province. However, despite these investments, academic results of government schools are not encouraging. In addition, the drop-out rate in government schools is high, especially among female students. Keeping in view the unsatisfactory results of government schools, a need was felt to investigate the reasons for it. A questionnaire based survey methodology was used and a field survey was carried out in 24 sample schools (12 boys schools and 12 girls schools) of ‘Town One’ of district Peshawar in 2008 to collect the primary data. The main objective of this field survey was to find out the satisfaction level of stakeholders with the delivery of educational services. Stakeholders and their sample size included; parents (72), students (72), teachers (72), district elected representatives (10), and district education officers (5). The results show a very low level of satisfaction by key stakeholders towards management function of schools. The reasons for poor management included no management trainings and absence of management cadre. Additional reasons for poor management were also explored and recommendations were given accordingly.
